If you do not find one, then you can still make your own librarian villager. You can place a villager further away from the village and then connect it to a lectern. You have to keep taking it away and place it back until you find the mending.

Fishing in Minecraft
During fishing in Minecraft, you can occasionally get treasure catches which include an enchanted book. This depends on the factor called ‘Luck of the Sea.’ It reduces the chance of catching junk or fish. The maximum level is 3. At level 3, the chances of getting an enchanted book are the highest. To catch it, you must be in open seas and resting on the water’s surface.
